Damaged Insulation
This electrical panel is in a brand new house
The electrician wasn't careful installing these wires. They should have been pushed farther back into the box so the screw that holds the cover would not hit them. When the screw pierced the insulaition the resulting arc melted the insulation around the point of contact. Fortunately the circuit breaker tripped, preventing a fire.
