Foundation Sill Too Low
The bottom of the framing on this wall is buried below the soil
There's a concrete foundation under this house. You just can't see it from the outside. The builder brought the exterior grading up too high and buried the lower edge of the framing and siding. Over the years water has gotten into the framing, and the sill plate on top of the concrete foundation is now rotted. That's my ice pick pushed all the way into what used to be the wood framing. Parts of the framing need to be replaced (a major repair) and the exterior grading needs to be lowered to avoid future problems.
