Bad Roof Flashing
Close your eyes, and think like a droplet of water.
Water runs downhill. Always has. In order to keep out water, this flashing needs to be re-installed behind the siding instead of in front of it. As it is, water running down the wall will simply run behind the flashing and into the house. Unfortunately the whole house was done this way. This will be a major repair.
